WHO actions on non-communicable diseases

Outcomes of a meeting of the United Nations General Assembly to progress action on the prevention and control of non-communicable diseases (NCDs)

Background

On 19 and 20 September 2011, the United Nations General Assembly (UNGA) High Level Meeting on NCDs was held in New York. At this meeting, a Political Declaration was agreed to by all countries. At this meeting, Member States agreed that the WHO should work to:

1. progress global monitoring on NCDs
2. update the 2008-2013 Global Action Plan for the Prevention and Control of NCDs for 2013-2020; and
3. develop policy options to strengthen multisectoral action on NCDs.

2. Global Action Plan on NCDs

  • In January 2013 the WHO's Executive Board considered the draft Global Action Plan. Draft Global Action Plan can be found at World Health Organisation website.
  • The final Global Action Plan was adopted by the World Health Assembly in May 2013. Final Global Action Plan can be found at World Health Organisation website.

Consultations

The WHO has previously released three draft discussion papers on the Global Monitoring Framework and voluntary global targets for the prevention and control of NCDs, a discussion paper and a zero draft action plan on NCDs and two discussion papers on effective approaches for strengthening multisectoral action for NCDs.

1. Comprehensive Global Monitoring Framework, including Indicators and a Set of Voluntary Global Targets for the Prevention and Control of NCDs

WHO consultation on the first framework discussion paper was held between 20 December 2011 to 29 February 2012. More information on the first discussion paper can be found at the World Health Organisation website - First WHO NCD Framework Discussion Paper .

WHO consultation on the second framework discussion paper was held between 19 March 2012 to 19 April 2012. More information on the second discussion paper can be found at the World Health Organisation website - Second WHO NCD Framework Discussion Paper.

A third discussion paper on the Framework was released on 25 July 2012. Written comments were due by 19 October 2012. More information on the third discussion paper can be found at the World Health Organisation website - Third WHO NCD Framework Discussion Paper.

Member States were not invited to provide written submissions. A formal meeting of Member States to discuss the framework was held 5-7 November 2012 in Geneva. The Report of this meeting can be found at the World Health Organisation website - Report on the Formal Meeting of Member States on the Comprehensive Global Monitoring Framework on Prevention and Control of Non-Communicable Diseases.

In January 2013, the WHO’s Executive Board endorsed the draft Framework. This Draft Framework can be found at the World Health Organisation website - Executive Board Agenda Paper on Prevention and Control of Non-Communicable Diseases.

The Framework was adopted by the World Health Assembly in May 2013. The Final version of the Framework can be found at World Health Organisation website.

2. Global Action Plan on NCDs

A discussion paper on updating the 2012-13 Global Action Plan was released by the WHO on 26 July 2012. More information on this discussion paper can be found at the World Health Organisation website - WHO discussion paper on updating the Global Action Plan on NCDs.

An informal consultation meeting of Member States and organisations in the United Nations systems was held on 16-17 August 2012 in Geneva, as well as web-based consultation. Written submissions were due to the WHO by 7 September 2012.

An “annotated zero draft” was released by WHO on 10 October 2012. More information on this paper can be found at the World Health Organisation website - WHO Zero Draft Global Action Plan for the Prevention and Control of Non-Communicable Diseases.

Informal consultation with Member States and United Nations agencies occurred on 1 November 2012.

This draft Global Action Plan was discussed at the Executive Board of the WHO in January 2013. The Plan incorporated the Monitoring Framework. The Executive Board agenda paper can be found at the World Health Organisation website - Draft Global Action Plan for the Prevention and Control of Non-Communicable Diseases 2013-2020.

On 11 February 2013, the WHO published a revised draft Global Action Plan. This draft Plan was discussed at the third informal consultation meetings in Geneva in early March 2013 attended by Member States, UN agencies, NGOs and selected private sector entities. On 15 March 2013, the WHO published an updated revised draft Global Action Plan. The March 2013 draft Global Action Plan can be found at the World Health Organisation website - March 2013 draft Global Action Plan.

3. Multisectoral Action

WHO held consultation on two discussion papers examining effective approaches for strengthening multisectoral action for NCDs and lessons learned from existing multisectoral partnerships on NCDs between 19 March 2012 to 19 April 2012. A multisectoral action paper was discussed at the World Health Assembly in May 2012. WHO's input into the Secretary-General's report on options for strengthening and facilitating multisectoral action for the Prevention and Control of Non-Communicable Diseases through effective partnerships was provided in August 2012.

The Secretary-General submitted his report to the United Nations General Assembly in December 2012.
