The Program aims to promote health policy exchange and collaboration with the United States of America. Each year the Program offers two outstanding mid-career American health care policy researchers or practitioners the opportunity to spend six to ten months in Australia to conduct original health-related research.

The Program reciprocates the existing Harkness Fellowship Program sponsored by the American philanthropic foundation, the Commonwealth Fund. Administration of the Program in the United States is provided by the Commonwealth Fund.
