The five year Sixth Community Pharmacy Agreement (6CPA) between the Commonwealth of Australia and the Pharmacy Guild of Australia commenced on 1 July 2015 and is a key element of the PBS Access and Sustainability Package, announced in the 2015-16 Budget. The Evaluation Framework provides a mechanism and strategy for the consistent evaluation of programs across the Fifth Agreement. The Framework sets out a series of possible reviews of individual programs, combined reviews of programs with common elements (such as the various medication management programs), a review of governance arrangements and three thematic reviews covering consumer experience, access to medicines and Quality Use of Medicines.
The Framework provides a structure for an overall review of the Fifth Agreement and for possible evaluations of its component parts. It does not provide the details of the evaluation methodology for each individual evaluation.
The Evaluation Framework, including its appendices, is a dynamic document that will be reviewed annually and updated, as required, during the Fifth Agreement. The Evaluation Framework is currently being updated based on comments received during 2012, by the Agreement Consultative Committee in consultation with a range of other stakeholders through the Programs Reference Group. A revised version of the Framework will be published in mid-2013.
